Hillbilly Family Tortures and Kills

About 7 maybe 9 years ago I remember watching a horror movie which I am pretty sure had a hillbilly family who kill, torture, and rape there victims. I think one of the family members were retarded.

One scene I remember was when the mother stalked (maybe) a young blond girl into a open showering room (maybe the shower room is in caravan park or a camping site) and the old women is wearing a yellow rain coat. She starts teasing the blond girl with a knife asking does she feel it or does it hurt.

I really don't remember much as you might be able to tell but I hope you can help me as this is a movie I would really like to watch again.
