Horror Short: Rescuing Police At End Are Really Ghouls

I'm looking for an '80s horror short that features a community of cannibals or ghouls that live in the darkest part of the woods and kidnap regular people to eat.
A couple gets mixed up with them but somehow they escape and as they get to the highway they flag down a police car. Riding in the backseat, they are greatly relieved when suddenly they realize they are being driven right back into the forest! The police officers turn around and they are both ghoulish freaks like the others. THE END.
