Horror Victim has her Face Cut Off

Okay, I watched a cheap movie on-demand a couple of months ago, and I can't remember what the film was called...

A girl, I think she was blond, kept "re-living" her death by some psycho stalker... there was a scene in a grocery store then he picked her up in a truck. The scene I remember most clearly was him chasing and catching her in a house/basement and he pulled a buck knife out and cut a rim around her face then peeled it off... gag!

I want my friend to watch it but I can't remember the name... any help would be awesome!
