Jacket Has Pale Man With Razors For Fingertips

I'm trying to find a 90's film that my mother rented. I remember seeing the cover on the floor of our car.

It's a dark cover with a pale man's face on it. He's holding his hand up and instead of fingernails he has metal razors screwed into his fingertips, the blades positioned in a karate chop-like action.

Any ideas on this one?

Definitely not Freddy or Edward Scissorhands.

Edward has scissors for hands, not 1-2 inch razors. Freddy has a disfigured face and his claw cuts vertically not horizontally.

Both had great movies. Man on cover wasn't as pale and goth-like as Edward. I've looked through movie covers to see if it was the same guy, but not one has come close. Maybe it's a ripoff of Edward Scissorhands? Probably never made it to DVD.

The one thing I do remember very vividly was how sick and amazing that not only did he have the razortips but there was an actual screw at the base of each of his fingernails.
