Head-Sucking good!

What is the movie where Jeff Combs plays a mental deformed patient who is found by a nurse on his hospital gown, chewing on a heart in the pathology lab?

She talks him out of it but as they are leaving the lab his "third eye" comes out of his forehead and so he grabs the nurse and slurps her eye out and feeds on her blood and brains.

it is called from beyond or the beyond i can't quite remember it is based on an H P Lovecraft story about releasing beings from another world
