I saw a movie around 1994 about a jester who cures people's sicknesses, for example cutting off the finger of a woman with cancer and eating it (but it was actually a carrot?)

I haven't seen it for years but never forgot it

From Wikipedia:
Harlequin aka Dark Forces (1980) stars Robert Powell, Carmen Duncan, David Hemmings and Broderick Crawford. The film is a modern-day version of the Rasputin story. Up-and-coming Senator Nick Rast has a young son who is terminally ill. A mysterious faith healer Gregory Wolfe appears and seems to cure the boy. Rast's wife, Sandy, falls in love with Wolfe, but the powerful interests behind Rast's career are less happy with events.

The carrot-finger is one of the most-memorable moments.
