Kid Rises From Lake and is Picked Up By School Bus

I saw this film at the drive-in when I was a kid - it must have come out between 1978 and 1983.

In the opening scene, a hand rises out of the water of a lake/river, and a (dry) teenage boy walks up out of the water. He walks up a cliff and stands beside the road until a school bus comes along and picks him up. The bus has a lot of passengers on it.

In another scene, a girl is in the restroom and a guy wearing a clown mask comes sneaking in and kills her by slamming her head against the sink. He doesn't take off the mask, just creeps back out.

In the end, the school bus stops by the same spot where the boy was picked up. He gets off the bus and descends down the cliff. The bus drives off. He walks back into the water with one of his hands raised in the air, and sinks back into the lake/river.

Does anybody know what movie this is?
