Kids Get Trapped in Freak Show

I'm looking for the title of a mid to late 90's film where some kids come across a freak show in the woods and are turned into freaks by some machine and forced to work there.

Eventually they ban together with the other freaks and take over the place. One of the main characters is deformed with huge weird shoulders.

Any ideas?
