Killer Jack-in -the-Box and Necklace With Eyeball on It

What movie is it where two detectives go into the woods and are split up and one is killed and the other finds a baby with a necklace on it with a eyeball on the necklace.
Later on, someone on a bicycle drops off a package at the door and it's a jack in the box. A kid starts cranking it and nothing pops out. I think the jack in the box kills the boys mom and then comes crawling up the stairs after the boy with a knife held in his mouth. The jack in the box has three fingers crawling up the steps after him.
Toward the end, the detective is fighting with a person or a demon in a black cloak with the necklace on them with the eyeball. The necklace goes into a fire kills the demon.
