Killer Named Agnes Digs Underneath People's Houses

My boss told me about some movie from the 80's where this crazy lady named Agnes (or so my boss thinks) kills people in her town by using old mining tunnels to dig underneath their homes.

In one creepy scene, a guy goes to the bathroom and while he's sitting on the toilet, he notices the rug on the floor slowly lift up just enough to see a pair of eyes staring back at him. I've got to see this movie!
