Killer Santa and a Passageway of Razorblades?

There was a movie I saw in the 70's. It was several stories.

One story was about an apartment building full of blind people with a bad landlord. For revenge the blind tenants lock the landlord in a hallway with lined with razor blades and turn off the lights.

Another story has "Santa" killing a little girls parent and the parent had just killed the other parent.

I can't remember other stories but think there were a couple more. I think the bad person in each story was in hell and these stories were explaining why.

Does anyone know what this movie is called?
