Killer Stalks Irish Country Girl Going to School in the City

I am looking for a horror movie that is quite recent. I don't think it's earlier than the 90's.

The film features an Irish girl living in the country who decides to move to the city (Dublin I think?), to become a student. I think she may be a nursing student. She shared digs with some other students in a house.

In the meantime there is a serial killer/stalker in the area he follows the woman and leaves her a particular gift (I can't remember what it is, a flower or balloon or something similar). He follows the same pattern with each girl he stalks until he finally gets into this woman's room and rapes/strangles her.

I can't remember what the title was but it's a creepy film and I'd love to get hold of it.
