Lambs and Sacrificial Cult

There's a late 90's or early 2000's movie I'm trying to remember the name of about a small town sacrificial mask-wearing cult that has something to do with lambs.

In one scene, the barn is burned when someone throws a lighter into it and in the end, the main girl rises from the tub and the two killers/cult leaders are there.

I think there may be sequels. I am a Christian yet I still love these movies.
