Late 80s Horror/Adventure with Frankenstein

I have seen a horror/adventure movie from the 80s but I can’t remember the title or any of the actors’ names. However, I will try to describe what I remember.

The movie takes place in a small town. The main characters are a boy and his two sisters (I think). Monsters invade the town, among these monsters is “Frankenstein(?)” who the children connect with through the story.

The movie ends when some kind of hurricane swipes all the monsters away from the earth including Frankenstein. The children are very sad that Frankenstein has to leave the, especially the youngest girl.

Hopefully you can help me find the movie, even though I can’t remember much.
