Little Blonde Girl Killed by Assailants and Fed To Brother as Broth

I am trying to remember the name of a film about a young boy (seven or eight) and his little blonde sister (three or four) that are chained up in a house by two men.

There's a lack of food and one of the men talks about eating the little girl's cheeks. I believe she is killed and fed to the brother as broth. The brother eventually goes crazy (I think).

Any ideas?
