Little Blonde Girl Locked in Basement by Parents has Clown Toy

I saw this horror film in the mid-90's and have never run across it again. It's about a little blonde girl who has a clown toy.
After killing her cat, the little girl's parents lock her in the basement. They are soon killed and therefore the little girl perishes in the basement.
Years later a group of teens arrive at the house and one by one they are killed off. I remember one was named Tina.
In the end, the survivor is in a town when she notices the clown for sale in a local toy shop.
