Little Brunette Girl In Mary Jane's Drugs Mom and Sets House on Fire

I'm trying to remember this 70's or 80's film about a little brunette girl.
In one scene, she kicks another child in the face severly with her patent leather Mary Jane shoes.
In another scene, she drugs her mother, then sets the house on fire.
That's all I can remember, and I'm dying to know what this movie is - it has always stuck with me.
