Little Dolls Come To Life From Painting

I've been looking everywhere for this 80's or 90's horror film about a painting that comes to life, but I can't remember the title.
A woman has a painted mural on her wall with little dolls and puppets on it. Soon they start disappearing from the painting, and come to life.
They capture and tie a man down.
One doll is a small farmer with a pitchfork.
Can anyone help please?
