Little Girl Abused by Mom Sees Dead People

There's this 80's horror film I used to watch as a child but I can't recall the name of it.
A little girl lives in a house with a stoop. Her mother is abusive and torments her. In one scene, the girl won't finish her breakfast and the mother keeps giving it to her, even when it's rotted with mold. At night the little girl hides under the covers from dead people or ghosts who huant her.
In the end, the little girl is grown up and confronts her mom on a roof.
Can anyone help me remember the name of this moivie?
