Little Girl Attacked by Woman with Metal Sheet

I remember when I was younger I saw a movie that really freaked me out. I don't remember the entire plot but I remember parts of it and the ending.

In one part I remember a little girl standing outside a glass building and there is a party going on inside, like a banquet. The building then starts to fill up with bees. Another part I remember is the little girl is in a room and in the corner there is a boy sitting and touches his shoulder. I believe he comes with her and they get in a boat a row on a dark gloomy lake.

The ending is what I remember the most, when she pulls up to the bank of the lake a woman comes at her with a sheet of metal and is trying to chop her head off. Another lady appears and saves her, killing the other woman, she then leads the little girl up to the road and they take off.
