Little Girl with Bouncy Ball Unleashes Monster That Rips Mans Leg Lengthwise

I can recall seeing a movie when I was a kid that had a little blond in it.

A few things that I recall are that she had a basketball sized-bouncy ball - Like the kind you can get for 1 or 2 bucks at almost any kids store that is usually stored in a big cage. This ball had a star on it and had some sort of special significance to it. I could be wrong but I think it may have turned her into a monster or attracted a monster or something.

In one particular scene the monster rips some guys leg in half lengthwise. Would really like to find this one!
