Long -Tooth Cannibal Movie

I am wondering if anyone can remember a movie or short film maybe (I believe set in England) about a town full of normal looking people that were actually cannibals with very long teeth. They were mostly all trapped in the town by a wall of fog. However, a visitor to the town who barely manages to escape flags down police who proceed to take him back to the town, revealing that they too are part of the cannibal group.

I can't remember the name but I believe the movie was made in the 80's.
