"LOOK AT ME! LOOK AT ME!"

I can answer almost any of these questions posted, but there's one film that I cannot figure out.

There's this guy who kills people by just looking at them, or more specifically if they look into his non-pupiled eyes.

He walks around in sunglasses and then he whips them off and the person who looks at him dies instantly, falls down the stairs, whatever. He usually says "LOOK AT ME!"

I remember one guy catches on and runs away without making eye contact. The guy chases after him saying "LOOK AT ME! LOOK AT ME!"

It looked like a 60s film. It was shown on Creature Features or Chiller theater once in a while in the mid 70s. I have no clue what it was called.
