Male Version of 'Carrie': High School Boy is Teased and Gets Revenge at Prom

I saw this horror movie with a comedic flair at the theater around 1980.

A teenage boy is the victim at school, being bullied by the jocks. In one scene he's talking to his parents and as the camera pans over to them we realize they are dead in their chairs, ala Norman Bates' mother.

There's also a scene where he's in gym class and the jocks are tossing basketballs at him. He uses his telekinesis to make one of the boys grow breasts.

The movie ends much like Carrie did, with the boy taking revenge at the prom, only it's at a castle.

I have never seen this movie again anywhere. Does anyone remember what it is?
