Man Dressed as Big Clown Chases Housesitter

This film I can't remember the name of starts off with children showing each other what they have in their shoeboxes, and a boy has dissected a rat and tied it up in his. The girls scream and run away.

Years later, he tries to kill them all. In one scene, a girl is housesitting and the room she's sleeping in has a big clown in it. She calls the owner to tell them she doesn't like the big clown to which they reply 'there is no big clown'. Then he chases her.

Does anyone know the title of this film?
