Man Goes Back To Relive Past Drowning of Little Sister

I'm trying to find the name of an 80's or 90's horror film about a little girl and boy (siblings, I believe) sitting by a pond, and the girl falls in and drowns.

The boy grows up and goes back to relive his past. He ends up at a house belonging to an old couple, and ends up making out by the lake with a beautiful woman with short dark hair. They end up being really weird and in one scene, the house is on fire and the girl is slowly walking towards the main character.

Please help - I keep seeing these scenes in my head but I can't find the film.
