Man Who Turns Women Into Dolls Becomes One at End When Paralyzed

Does anyone remember the 60's British film about a mother and mature son who lived together? He murders women and turns them into dolls and the mother collects antique dolls.

At the end of the film, the son is being chased by someone (police?) in a dock area. He falls and a large chain falls onto him, wrapping and wrapping around him so that just his head is visible above the coils.

The film ends with him paralyzed and enclosed in a secret panel somewhere. His mum has turned him into a doll, and he is sitting in a chair just repeating the words 'Mama, Mama, Mama' over and over like a broken doll.

Anyone any idea what it is called?
