Man with Limp Moves Through Electricity

I'm looking for an old movie - I would say 1980 to early 1990...

A guy for some reason that I can't recall has the ability to move using electric sockets around the neighborhood, and I remember he had a limp... he was dragging his foot after himself.

I know that in Russian it's translation was "Electroshok" but can't spell it or find it in IMDb, or Google.

Please help.
