Mental Patient Escapes, Kills Girl With Ice Pick Through the Roof of Her Car

I'm trying to remember the name of a late 80's / early 90's film I saw about some drunk college kids who are dared to go to an insane asylum and see the "killer satanic crazy guy".

Somehow he escapes and kills the kids, then goes on a killing spree around town.

The killer is bald, pale and pasty-looking, dressed in black with black eyes.

In one scene, he kills a girl with an ice pick through the roof of her car and into her head.
