Miliary Takes Control of Zombie Outbreak

I used to watch this movie on TV when I was younger, but I can't seem to recall the title. I do remember a few scenes that maybe you can piece together and put a name to this baby.

In one scene, the protagonists are luring the zombie horde in a truck while tossing meat to the ravenous crowd.

In the end, the military swoops in and takes control of the situation with brute force. One unlucky zombie even gets set aflame by a trusty flamethrower.

I believe this may be one of the Return of the Living Dead films, but don't know which one.
