Mom or Sister Brings Toys and Dolls to Drowned Kids

This film that scared the heck out of me is from the early to mid 70's, about two kids that drown in a pond and their mother or older sister dives in and brings up toys and dolls which she gives to the dead kids.

Does anyone know what this might have been? It was a black and white movie, or maybe that's all our TV got?
