Monster Escapes in Sewer and Goes to Amusement Park

In the beginning of this movie, the army is shooting at a monster in a box and it escapes into the sewer. A guy looks in and it rips his head off.

In another scene set at an amusement park, a little kid goes on a ride and the monster kills him too.

Also I think the monsters impregnates girls.

Any ideas?
