Naughty Boy Misses Halloween

Let me begin by thanking you for your help. This 70's made-for-TV or European film may be a challenging one for the masters!

A little boy is left or forgotten at his elementary school and misses Halloween. The reason was either a) he was misbehaving and put in detention, or b) he was locked in his classroom's closet by bullies. I'll even throw it out there that c) the boy may have been a class clown/show off type who was pulling some sort of prank (or stealing?) in the closet.

It's not Lady in White or Land of the Faraway.
