Old Couple Met By Killer in Basement in 70's Film

Does anyone remember the name of this 70's horror movie?

An old couple is laying in bed at night and the lights go out. So the old man goes to the basement to check the breaker box and something kills him from the shadows. Then the old lady, tired of waiting, goes down and is attacked and pops up onto the screen screaming, I believe missing one of her eyes.

That was enough for me back then, I went to sleep and missed the rest. Does anyone know what this movie is?
