Post-Apocalypse Eye-Melting Scene

I remember seeing a movie in which a comet lands or a bomb falls, and on a downtown rooftop a guy's eyes melt into a yellow goo that oozes through his fingers as he sees the blast.

I think the scene is towards the end of the film. I thought it was Night of the Comet, but when I watched it again this scene wasn't in it.

Does anyone know what it would be?
