Sadistic Doctor Cuts Victim's Eyes Out and Keeps Them in Dungeon in '70s Film

I'm looking for a '70s movie where a sadistic doctor cuts the eyes from unsuspecting victims and they wake in these cells only to realize their eyes are gone.

It was my introduction to horror and I am dying to go back and see where my obsession began. I've looked through lists of '70s horror movies that have the word "eye's" in it but none seemed to fit the bill.
