Sewn On Head Camouflaged by Choker

I am trying to remember the name of this old horror movie where a young village woman is killed in cart/wagon accident, and a rich but crazy doctor steals her body and sews her head onto another woman's body (possibly his lover/wife).

I don't believe the girl can speak and she always wears a choker to cover the stitch marks on her neck.

In the end, she ends up losing her head at a party given by the doctor, at the hands of her former lover who has been trying to find out what happened to her.
