Shark Monster Kidnaps Women and Impregnates Them in Cave

I've been looking for a movie I saw on television in the mid-2000's about a walking monster with a shark head that kidnaps women. It's set somewhere near a beach.
In one scene, a man finds them in a cave, all of them naked and attached to the walls by this weird goo stuff that somehow makes them pregnant.
In another scene, people attempt to trap or kill the monster under a steel area that has a door with one of those circle windows as if on a boat.
It's not Monster Shark because that monster looks nothing like the one I saw in this film. It might be Hammerhead: Shark Frenzy, because that's what the monster looks like but it's been so long I can't be sure.
Does anyone know?
