Sheriff's Blood Spilled into Pentagram Ignites Evil in House

I'm trying to remember the name of this horror movie I saw around Thanksgiving sometime between 1999 and 2002.

A woman and her two children move into a house in the middle of winter. The house is possessed by three old ladies that come to life from a 20's photograph, and try to kill the boy.

In the end, the family finds a pentagram under the carpet in the dining room. Apparently a sheriff had been killed and his blood got into the pentagram, igniting evil in the house.

I have been trying to think of the name of this film since I saw it. Help!
