Sorority House With Goat's Blood

I'm trying to remember the name of an old sorority horror movie where in the beginning the main character walks around an house and gets creeped out.

I believe the girls have to drink goat's blood or some sort of blood, and someone (maybe the killer) wears a goat skull or there are goat skulls in the sorority house. There may have been a toga party too.
