Tooth Fairy Ghost

I remember watching a movie in the theater in 2003 or so, about a woman that loves children.
When the children lose their teeth, they give them to her. But when they start disappearing, the people hang her. Then her ghost appears out of nowhere and attacks people.
What film is this?
