Two 80's Films: Black Cat Under Bed; Ghost Sprays People With Hose

Okay, I have been trying to find out what these 80's movies are that I watched when I was a little kid.
The first one has a scene where an old lady (witch?) reaches under a bed to get her black cat so it can terrorize a little boy or girl. The camera shot is from the cat's point of view. It creeped me out for years.
The second has a ghost (killer?) in a bed sheet outside of a house spraying these people with a water hose. The current is really strong so the people are screaming.
