Two Boys - One Good One Evil - Switched at Birth

I watched this movie some time ago and I can't for the life of me remember what the name is.

Two boys are born at the exact same time at the exact same hospital. One is born from a good mom and the other from an evil one. They are accidentally switched at the hospital. When the good mom holds the evil baby (unaware that the babies have been switched) he scratches her cheek.

Years later the evil boy is drawing pictures of killing people, and the good boy is feeling extremely out of place with the evil mom.

That is all that I remember. Please Help. This has been driving me crazy for forever. Thank You
