Typical Teenagers Discover Entire Town is Satanic

I seem to remember a movie, I want to say mid-90's to perhaps 2005, where at the end (nearly the last scene of the movie) a couple of teenagers come across almost everyone in the town participating in some kind of Satanic/occult ritual; all the teachers, preachers, etc., all dressed in hooded robes.

Any help with the name would be very greatly appreciated, it's making me bonkers!
