Walking Dead 80s Horror

My friend saw this movie and can't find out the name.
Do you know it?

It is an old horror movie around the 80's where the towns people and others that come into area die but then are later walking around. It turns out the towns people are killing people and they are also "zombies" (not the standard kind, really just walking dead) the sheriff wife is dead and has to go to the "doctor" to get fixed. It turns out that the sheriff, who is trying to solve things, is also one of them.
