When Car Turns Off But Not Back On it Means You're Dead

What's the 80's or 90's film where people turn off their car and it won't turn back on, and this means they're dead?

In one scene a guy is playing loud music in the car and people run to warn him not to turn the car off but he can't hear them. He turs the car off and asks them what's wrong. They tell him he's dead because the car won't turn back on and it doesn't.

In another scene, two or three people try to leave and are killed by a 'Freddy Kreuger' type ghost with gloves.

Any ideas?
