Woman Sits in Basement; Friend Decapitated While Driving in Rain

For ages I've been looking for a late '70s or early '80s horror movie where a woman is drawn to the basement in her house which is basically a pit / hole in the ground. She sits next to it.
In one scene, her sister or best friend is driving a car in the rain and a big truck with tubes stakes her through the head.
Any ideas?
