Young Girl Falls From Cliff and Haunts Older Sister

My wife watched a movie a long time ago about two girls and and the older sister's boyfriend takes a picture them and suddenly the younger sister falls off a cliff and dies.

Later on the little sister comes back to haunt the older one.

Do you know what movie this is? We've searched everywhere!
